New York Debt Clock

New York state and local governments owed $332,654,966,000 ($332.65 billion) at the end of fiscal year 2024 (Jun 30, 2024), according to the US Census Bureau, Annual Survey of State and Local Government Finances, table GS00LOCALFIN: $120.59 billion of state government debt and $212.07 billion of local government debt. That is $16,630.73 per New Yorker: the debt divided by the Census Bureau's estimate of 20,002,427 New York residents on Jul 1, 2025. The clock below starts from that official figure and projects forward at last year's pace (about $993,719 a day), the official change from Jun 30, 2023 to Jun 30, 2024. The Census Bureau reports New York's state + local debt once a year, not daily, so the ticking number is a projection, not an official figure; it re-bases when the next annual reports come out.

New York state + local debt is reported once a year by the Census Bureau, about two years after the fact. Real borrowing happens in lumps when bonds are sold and is repaid on schedules, so the live number is a straight-line projection from the latest Census year, shown here next to the official totals.

How it works

Official annual figures · projection labelled · sources linked

The live number = latest official total + (last year's official change per second × seconds since that total). The Census Bureau publishes New York's state + local debt once a year, not daily, so this is a projection between annual reports, not an official figure.

projected = 332,654,966,000 + 11.5014 × (seconds since Jun 30, 2024 11:59:59 PM CT)

The rate is each part's official change over its latest year, added up: state debt $120,585,799,000 − $128,597,547,000 = −$8,011,748,000; local debt $212,069,167,000 − $203,693,718,000 = $8,375,449,000; combined $363,701,000 over 366 days = $11.50 per second. The actual path is lumpy (bonds are sold in batches and repaid on schedules), so the projection will drift; when new annual reports come out, the clock re-bases to the new official figures.

How often it's published. Annual. The Census Bureau's Annual Survey of State and Local Government Finances comes out about two years after the fiscal year (survey year 2024: July 2026; survey year 2023: July 2025). The next Census figures, for survey year 2025, are expected around mid-2027, based on the last two release dates. The state's own report (shown as a secondary line) updates sooner.

Per New Yorker divides by the Census Bureau's estimate of 20,002,427 residents on Jul 1, 2025. It is not projected forward, so the live per-New Yorker figure rises only with the debt.

Note. Census publishes New York's state + local total as $332.65 billion for 2024 (coefficient of variation 0.30%) and $332.29 billion for 2023. State + local here is exactly Census's state figure plus its local figure.

Note. Census's figures are the newest official state + local totals that use one definition for all 50 states, but they lag about two years, so the live clock projects from June 30, 2024. The state's own report (New York State Comptroller, Basic Financial Statements FY2026) is fresher but narrower; it is shown separately and never added. Census does not publish a reconciliation to state reports, so we do not itemize the gap.

Note. The 2023→2024 change (+$0.36 billion) is smaller than about two standard errors of the Census estimate (about $2.0 billion at a 0.30% coefficient of variation), so the direction of the projected trend is uncertain.

Note. About the state's own figure: We count principal outstanding ($60,120 million). Table 5's published total of $66,133 million also includes $6,013 million of unamortized bond premiums.

Note. About the state's own figure: The Comptroller reports $46.2 billion of debt outstanding for local governments outside New York City for local fiscal years ending in 2024; it is a different date and scope, so it is not added here.

Note. About the state's own figure: Not included: New York City's debt; other local government debt; public authorities' own (non-State-supported) debt such as the MTA's; collateralized borrowings ($2.1 billion); unfunded pension and retiree-health liabilities; and New York's share of the federal debt.

Note. Not included: unfunded pension and retiree-health liabilities, and the state's share of the federal debt.

Note. New York's fiscal year ends March 31 Census survey year 2024 covers each government's fiscal year that ended between July 1, 2023 and June 30, 2024; the clock dates it June 30, 2024, the end of that window (New York State's own fiscal year ended March 31, 2024).

Note. Figures from source tables may not add exactly because of rounding in the source.
