What this number does and doesn't mean
It is a way to scale a very large number, not a bill: no individual owes it. The population counts every resident, including children. The debt figure and the population estimate have different dates because Census publishes its official estimate once a year (for July 1); we don't adjust either. The total includes $7,852,502,221,091 of intragovernmental debt that the government owes its own trust funds; the "held by the public" row leaves that out.
